Painting representing the flood of Paris at the beginning of the 20th century

This is an oil painting on panel placed in a beautiful wooden frame with moldings. The painting is signed. Painter = ernest perier. It represents a painter who paints himself while contemplating the flooding of the seine in 1910. The painting is 46x 55cm. The painting has a certificate of authenticity (see photo). I bought this painting more than 30 years ago from an antique dealer.
