Pastel painting "Saint Petersburg" Winter Palace signed + frame

Pastel painting on paper presumably depicting a view of Saint Petersburg, with the quay on the Neva to the left and the façade of the Winter Palace on the right. The work is of very fine quality and is signed and likely dated (unfortunately indecipherable). In good condition, (the frame is included, with a mount but without glass). Dimensions of the view: 13.5 / 19 cm, with frame: 28 / 36 cm.
